What is ANL?
Conforming to the Law of 27 June 2018 adapting criminal procedure to the needs related to the terrorist threat, we are required to submit valid, precise address data to the regulator.
To ensure ongoing accuracy, we perform ANL (Address Number Lookup). ANL verifies and standardizes the physical address linked to each client’s phone number—street name, house number and postal code—against official government records. This data will also be used in the future for 112/113 emergency calls in Luxembourg.

1. Regulatory background
In compliance with the Law of 27 June 2018 adapting criminal procedure to the needs related to the terrorist threat, we are required to confirm the legal entity associated with each telephone number.
Additionally, in July 2024, the ILR published CP/T24/1:
- Legal Basis: Article 124 § 5 of the Law of 17 December 2021 on electronic communications requires the ILR to define criteria relating to the precision and reliability of caller-location information.
- Fixed-Network Requirement: For fixed telephone lines, the regulation explicitly mandates accurate and reliable physical address data, enabling effective emergency response.
The bottom line: we must collect and maintain correct address data for every client who uses our telephony services, in order to comply with national and EU regulations and to help keep callers safe.
2. What this means for our clients
- Mandatory validation: All clients will receive an email prompting them to review and confirm their address details.
- Legitimate communication: The validation email is sent from our official domain, and its link is fully secure—clients may click and submit their information without concern.
- Data accuracy: By confirming their addresses, clients help us ensure that emergency responders can locate them quickly if necessary.
3. How clients can validate their address data
- Open the email: Look for a message from anl@mixvoip.com with the subject line “MIXVOIP – IRCOM phone number KYC.”
- Click the secure link: The link directs to our encrypted portal, where clients can safely enter or update their address.
- Save changes: After reviewing, clients click Save. They’ll receive an on-screen confirmation and a follow-up email.
