PBX failover management for self-hosted clients

This feature adds failover management capabilities to Cockpit for onsite voice nodes and increases PBX status reporting frequency for automated failovers.

What changes

Failover management options will be integrated into Cockpit for clients with self-hosted voice nodes. This allows configuration and monitoring of failover scenarios directly from the central management interface.
PBX devices will report their operational status more frequently. This enables timely detection of failures and automatic failover activation without manual intervention.
