Allow adding numbers to be blocked in Cockpit's settings.

What changes

Cockpit will include a new setting to manage a blacklist of phone numbers. Users can add or remove numbers that should be blocked from incoming communication.
The system will check incoming calls or messages against the blacklist and automatically block any matches, preventing unwanted contacts.
